Hendrik Fagel II was a lawyer and registrar of the States General of the Netherlands.

He is mentioned in the provenance of L’Ancien Palais des Ducs de Bourgogne à Bruxelles by Jan van der Heyden (Schloss German no. L21/ French no. 111). The picture was cited in 1752 hanging in his office in The Hague as by Jan van der Heyden and Adriaen van de Velde.
