Louis Robert de Saint-Victor was a French art collector living and working in Rouen, France. He worked as a secretary at the Rouen Academy of Science, and from 1765 onwards, he was one the presidents at the Normandy “chambre des Comptes, Aides et Finances,” also located in Rouen. His art collection consisted of 472 Dutch and Flemish works, including works by van der Neer, van der Heyden, Steenwyck
