Recommendation to restitute a Frans Hals painting

The director of French Museums notified Monsieur Richard, Director of the OBIP, that one of the paintings recommended for consideration by the “Commission de Choix” was a Frans Hals painting, “Portrait d’une dame de qualité” which was confirmed as part of the Schloss collection. Based on the evidence, the advice was to restitute the painting.
